I hope I have this correct and this might help someone who has come across this problem. Now, click the ‘Save a copy’ button in the bottom left-hand. Keep Originals (if the photos were captured with the setting High Efficiency, then these will remain to be HEIC files) To do this in the Photos app, first, click the ‘Edit & Create’ button in the top right-hand corner and select ‘Edit.’.Automatic (If selected, it appears the files are converted to jpeg to the machine viewing them).Down the bottom there is a setting for 'Transfer to MAC or PC' with two options. Most Compatible (if selected will result in more compatible file types just as JPEG).High Efficiency (selected by default and will result in HEIC format files).Settings -> Camera -> Formats: you have two options.

This seems dependent on a few factors based off the iOS device settings (tested with iOS 14.5) On my personal computer I run 20H2, and be default without any codecs or extensions I am able to preview and open HEIC files with the default photos app.
